This standard applies to postal enterprises, express delivery companies from receipt to delivery of all links, places, village postal stations and courier cooperation business premises.

Standards require that video surveillance cameras should be installed in the business premises, processing sites, entrances and exits, parking areas, and loading and unloading areas of the express delivery companies to maintain all-weather operation. Image data should not be stored for less than 30 days. Video surveillance images and data should be networked with the video surveillance system of the postal administration department. Courier enterprise processing sites should be equipped with micro-dose X-ray security inspection equipment . Aviation and high-speed rail mail, express mail, and international and Hong Kong, Macao and Taiwan mail and express mail shall guarantee 100% security screening. Other mail and express security inspection rates shall comply with relevant regulations.

For urban delivery vehicles, postal vehicles, and special express electric tricycles, the standard stipulates that they should be enclosed cars to prevent the express mail from being exposed, and at the same time, locking devices should be installed. Urban distribution vehicles should also meet relevant regulations with satellite positioning systems, rigid isolation devices between the cab and the cars.
