Following the approval of the import port of the whole vehicle in February last year, the 7 ministries and commissions of the Ministry of Commerce and the Ministry of Industry and Information Technology jointly issued a document recently, agreeing to the Chengdu International Railway Port to carry out parallel import work. Chengdu has become one of the country's nine pilot ports, and it is also the first batch of pilot ports in the west. The relevant person in charge of the Provincial Department of Commerce confirmed the news to the reporter on October 11th, saying that the pilot implementation plan is being formulated and strives to build a distribution center for parallel imports of automobiles. Pilot work is expected to start implementation during the year.

Parallel imports of automobiles are different from the traditional general distribution system, and pilot companies can directly connect with overseas dealers. Due to the shortening of the circulation, the price is expected to fall by 20%-30%. This is conducive to the decline in the price of high-end imported cars, and consumers have thus obtained a variety of choices. Sichuan is a major automobile production and sales province. Chengdu's automobile ownership ranks third in the country, and the parallel import of automobiles has been approved. It has formed a substantial positive for local auto parts manufacturing enterprises and automobile logistics enterprises.

Based on the scale of consumption of high-end imported cars, the pilot area selects no more than five companies for pilot work in principle. Automobile after-sales service support capability, credit status, product control and comprehensive ability are necessary conditions. Enterprises are not allowed to import used cars and illegally modified cars.

The other four pilot ports in this batch were two in Xinjiang and two in coastal cities. The four free trade zones in Shanghai, Guangdong, Tianjin and Fujian launched parallel import operations in 2014 and 2015 respectively.

The industry believes that inland ports can fully play the role of international railway channels to carry out parallel imports of automobiles. At present, the running time of the China-European train (Chen Ou Express Rail) from Chengdu to Europe has been shortened to 10 days, and it is running at a frequency of one shift per day. It is one of the most competitive Central European trains in China.
