According to Wang Min, in recent years, with the continuous increase in the promotion of mineral resource conservation and comprehensive utilization, especially in 2010, the Ministry of Land and Resources and the Ministry of Finance jointly established special projects for saving and comprehensive utilization of mineral resources, adopting the “substitution for awards” method. Encouraging and supporting the rational exploitation and comprehensive utilization of mineral resources by mining enterprises has made great progress in the comprehensive utilization of mineral resources in China. In the past two years, the central government has earmarked a total of 8 billion yuan in funds, rewarded and supported 704 mining companies, supported 408 demonstration projects, and led mining companies to directly use them to increase "three rates" (resource recovery rate, ore recovery rate, and resource integration).
